In my tests with animated GIFs made by the Xenon's animated GIF maker, no.

The only place the GIFs animate is in the Contact Details screen (not even when the picture pops up as Picture ID)

Not even gif files off the internet work. It just takes the first frame and uses that image as a wallpaper.
